Opening the World Economic Forum on Latin America, Colombian President Alvaro Uribe Velezcelebrated the continent’s resilience in weathering the global economic crisis. He noted that Colombia’s emergence as one of the most dynamic economies in the region has been the result of policies aimed at curbing crime, particularly drug trafficking and related violence, and concerted efforts to promote democratic governance and private enterprise with social responsibility. “Security is a democratic value,” Uribe told more than 500 business, government and civil society leaders from 42 countries. “It is one of the foundations without which investment cannot come.” Colombia had confronted its enormous law-and-order challenge “with full respect for democratic guarantees, civil and politic rights and freedoms,” he maintained.

The fundamentals have been laid down to lead to the next decade of fast-growing social and economic development.”
